As the year 2001 approaches, marking the end of the 15-year Compact of Free Association with the United States, political and social stability will enhance the Marshall Islands' efforts to attract foreign capital and technical expertise in developing its domestic private economy.Item Agency Coordination and the Role of the Media in Disaster Management(Weston Medical Publishing, LLC., 2005) Prizzia, RossThis study utilises survey research to describe and explain the role of the primary agencies, emergency managers and media reporters in agency coordination in disaster preparedness and response in Hawaii. An administrative case study is also utilised, based on an extensive review of Hawaii government documents and interviews with key personnel of the Hawaii Emergency Preparedness Committee (EPC), civil defense and other relevant government officials. Based on the perceptions of emergency managers and media reporters of the extent and role of interagency coordination at the Federal, State, and County, and community level, the study provides recommendations on how to improve capability in agency coordination and disaster management. The methodology is a synthesis and critical evaluation of the impact of privatization on women from an international perspective utilizing a comparative analysis of international case studies and survey data from prominent scholars and international agencies and research firms to explain the adverse effects on women of privatization of the work force. Comparative data on women in the work force collected from 1999-2004 in the privatizing economies of Russia, Poland, Ukraine and Bulgaria, the United States, Canada, China, Hong Kong, Malaysia, Philippines, South Korea, Sri Lanka and Bangladesh. Includes data collected by the United Nations (ILO) and World Bank. Lessons from the privatization of Social Security in Chile, Sweden, Great Britain and the United States are also provided. The authors’ recommend the inclusion of gender variables in designing and implementing policy change for social security and the workforce, in general. Based on the existing survey data and international case studies, recommends strategies to prevent and reduce the adverse impact of privatization on women in the work force and suggests future research on related issues of social security and health care.Item An International Perspective of Privatization: The Need to Balance Economic and Social Performance(Sage Journals, 2003-09-03) Prizzia, RossBased on the results of a review, synthesis, and comparative analysis of existing international data and research, it seems that the role of privatization—as a means of reforming the public sector—has expanded internationally in scope and at such a rapid pace that, in many cases, the importance of objective and balanced measures of its overall effectiveness and impact on the affected communities need to be reexamined. The results of this research reveal that the negative consequences of privatization are often masked or go undetected because the effectiveness of privatization is based primarily on economic performance. Provided is a description of community involvement in the context of environmental protection, focusing on the role of community-based Restoration Advisory Board (RABs). Also provided is an overview of the role the Environmental Protection Agency (EPA) in the development and evolution of community involvement plans and citizen demands for increased participation in communities directly affected by environmental degradation and contamination. Examples of effective involvement of RABs in community-based collaborative decision-making at several U.S. military installations are also included.Item Comparative Public Administration Study Guide(University of Hawai'i - West O'ahu, 2001) Prizzia, RossItem Consumer behaviour and environmental quality in Hawaii(Emerald Group Publishing Limited, 2009) Prizzia, Ross; Choy, DerrekPurpose – The purpose of this paper is to add to the body of knowledge on the relationship between consumer behavior and environmental quality. The specific purpose is to gauge the predisposition of Hawaii residents to purchase a hybrid auto and their level of agreement to support legislation that improves and protects environmental quality.
Design/methodology/approach – The research is a case study based on a literature review of relevant Hawaii, national, and international publications and a survey of Hawaii consumers. The survey is an exploratory study using a non-random sample of 350 Hawaii residents identified as owners of non-hybrid cars.
Findings – Regardless of age and gender, respondents agreed that they would purchase a hybrid car if the cost was the same as a traditional gas fueled car. There were significant correlations between agreement to purchase a hybrid car and agreement to support legislation that provides tax credits to consumers who purchased a hybrid car and other environmentally safe products, tax credits to companies that produce environmentally safe products, and penalties for government agencies, private organizations, and individuals who pollute the environment.
Originality/value – The paper is based on primary data from a survey of Hawaii consumers. Its content is not only valuable to people in the same field, but generates hypotheses for future research. A case study approach is utilized combined with a meta-analysis and general literature review of relevant studies and secondary sources. Hawaii's unique topography and geography has provided opportunities to experiment with new disaster prevention and management technologies and strategies of public and private sector coordination applicable to the Asia and Pacific region.Purpose - To advance knowledge and application of public and private coordination in the field of homeland security, disaster prevention and management.
Design/methodology/approach - A case study approach is utilized combined with a meta-analysis and general literature review of relevant studies and secondary sources.
Findings - Hawaii's unique topography and geography has provided opportunities to experiment with new disaster prevention and management technologies and strategies of public and private sector coordination applicable to the Asia and Pacific region.
Originality/value - The analysis and synthesis of relevant studies relevant and sources from the Department of Defense (DoD) and federal, state and local agencies provide a comprehensive as well as unique context to explore and implement new strategies and improved methods of coordination in disaster prevention and management at the state, national and international level.
Item Emergency management and disaster response in Hawaii: the role of medical centers and the media(Weston Medical Publishing, LLC., 2004) Prizzia, RossThe research is an administrative case study based on an extensive review of Hawaii government documents and interviews with key personnel of the Hawaii Emergency Preparedness Committee (EPC), civil defense, and other relevant government officials. Interviews with key personnel at the major medical centers were also conducted as well as a survey of 80 percent of the local Hawaii-based TV news reporters. The study describes the interagency coordination at the federal, state, county, and community level to improve capability. Recommendations from the study included increased funding for family emergency preparedness and local community response teams and continuous training by emergency response coordinators to improve state and county disaster preparedness. The study also recommends collaboration with disaster-trained media reporters. Also described and critically evaluated are the roles of interagency emergency preparedness training, disaster drills, and coordination and partnership with the private sector, such as medical centers and the Federal Emergency Management Agency’s designated “disaster resistant communities” in Maui and Hawaii County.
