Item Researching the Different Effects of Tuition Policies that Impact Enrollment(Taylor & Francis Group, 2017-11) Herzog, Serge; Stanley, JohnMany states have tuition reciprocity agreements that allow residents to attend college in another state without having to pay out-of-state tuition. In addition to providing residents with affordable access to education, states avoid costly duplication of programs and facilities, and universities can direct their resources to improving academic quality. Western Undergraduate Exchange (WUE), for example, allows students in western states to enroll in participating two-year and four-year public colleges at a reduced tuition level (i.e., up to 150% of the institution’s regular resident tuition). In all cases, WUE tuition rates are considerably less than non-resident tuition rates (Western Interstate Commission for Higher Education, 2013).
